The uncertainties represent the 68% confidence interval, as determined by the authors. 

The catalog is a modification of the list maintained by Jim Lattimer, available at stellarcollapse.org. The main difference is that this version displays only measurements and not predictions based on theoretical models, like the mass–orbital period correlation, which may not hold in some cases.
